About Perpetual Help Home
Since 1995, the home has provided women in Victoria, Texas, with a place to live while preparing for independence. Unlike housing programs that separate mothers from their children, the Christian ministry allows mothers and children to live together in private bedrooms within its 17-bedroom residence. The home serves women leaving incarceration, recovering from substance use, or facing homelessness or domestic violence. Now part of Billy T. Cattan Recovery Outreach (BTCRO), it combines supportive housing with a structured program focused on employment, financial stability, and daily living skills.
Build Independence Through Faith and Structure
The 6-level housing program moves women from intake and personal goal setting toward "supported independence." Residents begin with job-readiness classes before seeking employment or enrolling in school. As they advance, they build budgeting and parenting skills, follow a required savings plan, and gradually take responsibility for their finances and daily routines. The final level focuses on managing these responsibilities with continued support. Residents must maintain sobriety and undergo random drug testing. Women also attend a Christian church of their choice and participate in weekly Bible study.
Access Daily Support and Practical Services
The home provides 3 meals a day, donor-funded childcare, and transportation at set times. Childcare helps mothers balance parenting with work, classes, and counseling while their children remain at the home. Residents gradually take responsibility for arranging their own transportation as they progress through the program. Through BTCRO, women can access professional counseling and medical care outside the home. Residents contribute toward rent and board, and the length of stay varies based on individual needs and progress.
